What is these two options don't make sense to me?
Since there is only one form of money in the game no?
Also is there any way to change cars when racing to like the best one to get the advantage ive seen it done in cheat engine tables

They were in the game files, maybe they'll be used in the future.
I'm not sure about the racing thing, haven't seen it done myself.
